Q: Regarding the “lost sheep” and our Good Shepherd Who goes after even one: is that referring to unbelievers, or to someone who has strayed from the flock, and do they both “know His voice”?

The Good Shepherd is Going After…

Each parable in this passage is set against the pharisees and the scribes. The argument for this passage being about believers who have strayed is that the man in the story already ‘owned’ them. However, the context suggests that this is about unbelievers. We should be speaking to believers and unbelievers the same; sharing Christ and helping them understand.
